US Postal Service Change Of Address Cards

Siemens, as a primary contractor to the United States Postal Service (USPS), designed a Change Of Address (COA) card processing system to reduce costs and improve services for postal patrons. The goal of the most recent system change presented to Adaptive was to triple the overall throughput of USPS data entry personnel and maintain current system accuracy. Quantum 2000 capture and forms processing software modules answered the call. Our QScan capture software is used at remote locations to capture several different types of Change Of Address cards completed by postal patrons and carriers which are scanned using Siemens CIOSS transports and Bell & Howell scanners. Images are properly identified by QPageID and appropriately routed to the correct processing path within QPipe. QICE and QDatalift cleanly scrub the images by removing form noise, tick marks and then properly align the fields on the image for recognition by QRead. QRead reads the hand and machine print using multiple OCR and ICR engines, boosts the accuracy with finely tuned voting engines and eliminates substitutions. The recognized data and the accompanying captured images are released to Siemens in XML format. Over 75% of the addresses on dropout forms have the entire address block automatically recognized achieving the original goal assigned.
